A deliverable feather must be naturally released, visibly associated with the declared flock class, free from glue, and longer than one standard millet grain. Dyed feathers are reportable but not deliverable.
INTERPRETATION 4.8-C: A feather removed by strong wind remains naturally released. A feather removed by an impatient clerk does not.
